Cardano's founder, Charles Hoskinson, has provided clarity on the blockchain's governance actions, stating that full treasury power will be activated after the deployment of decentralized representatives (dReps), independent of a final constitution. This significant development is expected to occur approximately 90 days after the Chang hard fork, a major upgrade to the Cardano network.

Cardano has been actively developing its governance mechanism to ensure a more decentralized and community-driven approach. The publication of CIP-1694 in November 2022 marked a significant milestone, outlining a governance structure that brings decision-making for the Cardano network on-chain. This aims to enhance the current governance framework, allowing all ADA holders to participate in Cardano's governance.

The governance mechanism involves three key bodies: Delegated Representatives (DReps), Constitutional Committee (CC), and Stake Pool Operators (SPOs). These roles ensure consent on proposals submitted by the community, known as governance actions. The interim period, known as the Bootstrapping Period, allows for DRep registrations on the mainnet and provides stability as the community adjusts to the new governance mechanisms.

Hoskinson's clarification came in response to a post by Patrick Tobler, CEO of NMKR, who commended the ADA community's participation in the Interim Constitutional Committee election. This highlights the active engagement of the Cardano community in shaping the network's governance.

The development of Cardano's governance mechanism marks a significant step towards a more decentralized and community-driven approach. As the network continues to evolve, it is likely that we will see increased participation from ADA holders and further development of the governance structure.
