Deutsche Bundesbank President Joachim Nagel reiterated the Eurosystem's stance on the inability to track individuals through Central Bank Digital Currency (CBDC) payments, emphasizing the system's minimal data visibility.

Speaking at the DZ Bank Capital Markets Conference 2024, Nagel emphasized that the Eurosystem would only have access to a limited set of data necessary for settlement purposes. This approach aims to address privacy concerns surrounding CBDC transactions, ensuring that individuals' financial activities remain confidential.

Nagel underscored the strict guidelines in place for financial institutions and payment service providers handling digital euro transactions. These entities are prohibited from utilizing personal or transaction-related data for commercial purposes without explicit consent from users. Additionally, Nagel highlighted that access to such data by banks would be restricted to comply with anti-money laundering and counter-terrorism financing regulations, particularly for offline transactions involving low-value amounts.

Acknowledging concerns raised by banks regarding the potential impact of the digital euro on traditional banking deposits, Nagel assured that the Eurosystem is taking proactive measures to mitigate associated risks. One such measure includes implementing caps on CBDC holdings to ensure that banks can effectively manage liquidity demands amidst increased demand for digital currency.

Despite some skepticism surrounding the need for a digital euro, Nagel expressed confidence in the benefits it could offer to consumers and retailers alike. He emphasized the convenience and efficiency of having a unified payment instrument that meets the diverse needs of the digital economy.

Meanwhile, in contrast to Europe's progress with CBDC exploration, the United States is adopting a cautious approach under the leadership of Federal Reserve Chair Jerome Powell. Powell has indicated that the U.S. is not currently prioritizing the implementation of a CBDC, reassuring the public that there are no immediate plans for its adoption. During his testimony before the Senate Banking Committee, Powell emphasized that the U.S. is not on the verge of introducing a central bank digital currency, alleviating concerns about its imminent rollout in the near future.
