Abra, a cryptocurrency platform, and its CEO, William Barhydt, have reached a settlement with the Oregon Division of Financial Regulation. As part of the agreement, Abra will return assets held by Oregon users and refrain from offering unregistered securities in the state. This marks the latest phase of Abra's exit from the U.S. market.

Oregon becomes the fifth state to take regulatory action against Abra and its associated companies. The state charged Abra with violations of securities laws related to its interest-bearing crypto depository accounts, Abra Earn and Abra Boost. Abra is required to advise all account holders in Oregon to withdraw their crypto assets from the platform. If all assets are returned to Oregon customers by April 25, Abra will not face a monetary penalty.

In Oregon, 167 Abra customers have $32,387.14 on the platform. Earlier in February, Iowa settled with Abra, leading Abra to return $6,426.90 to approximately 39 customers in that state to avoid a substantial penalty.

Maryland took legal action against Abra in September 2023, representing 162 Marylanders with balances totaling $700,000. Maryland's Attorney General, Anthony Brown, highlighted the state's participation in a group of securities regulators focused on interest-bearing crypto asset accounts.

Similarly, in January, Abra reached a settlement with the Texas State Securities Board to repay state residents their balances. This was the second regulatory action by Texas against Abra, with the first occurring in June 2023 when approximately 1,600 state residents had a balance of $1.8 million on the platform.

Additionally, the California Commissioner of Financial Protection and Innovation issued a consent decree in April 2023, requiring Abra to close out Californians' Earn accounts, valued at $19 million.

Abra announced in a blog post in July its decision to end retail operations in the United States.
