These changes encompass both achievements and challenges. Notably, the US House of Representatives achieved a milestone by passing Joint Resolution 109 with 228 members in favor and 182 against, marking the first cryptocurrency bill to pass a House-floor vote. This resolution directly correlates with the Securities and Exchange Commission’s Staff Accounting Bulletin 121, which acts as a barrier to the stringent regulations currently governing the cryptocurrency industry.

Despite its initial success, the resolution still faces hurdles on its path to becoming law. Its next destination is the Senate, where its fate remains uncertain, given the majority held by Democrats. However, 21 House Democrats diverged from their party's stance to support the resolution. Even if it clears the Senate, President Biden has indicated his inclination to veto it, citing concerns over potential adverse effects on financial stability and market predictability.

Numerous cryptocurrency bills have advanced out of committee in the House; however, the majority have yet to undergo a full floor vote. Among them are the Clarity for Payment Stablecoins Act, the Keep Your Coins Act, the Blockchain Regulatory Certainty Act, and the Financial Technology Protection Act. Conversely, the Financial Innovation and Technology for the 21st Century Act (FIT Act) is progressing and is anticipated to be presented for a vote on the House floor later this month.

In contrast, the Senate's involvement in crafting cryptocurrency laws and regulations has been comparatively limited compared to the House of Representatives. While both parties endorse certain bills, such as the Digital Asset Anti-Money Laundering Act proposed by Senators Elizabeth Warren and Roger Marshall, progress beyond committee hearings has yet to materialize. Additionally, efforts by Senators Cynthia Lummis and Kristen Gillibrand to advance their Responsible Financial Innovation Act have encountered obstacles.

The ongoing legislative efforts surrounding cryptocurrency underscore the dynamic nature and regulatory challenges inherent in this rapidly evolving market. These issues have sparked vigorous debates in Congress, akin to discussions on how to balance innovation promotion, robust regulatory frameworks, and financial stability protection.
