The proposal will follow a similar process to the one previously made for leveraged trading transactions. The Capital Markets Board (SPK) will be responsible for regulating and supervising the crypto market, just like it did with Forex transactions in 2011.

The regulation process will not bring a direct financial burden to the central government budget, but it will require significant personnel, especially IT specialists, to supervise the institutions and markets under SPK supervision. The licensing process for crypto exchanges will also require an authorization certificate fee from applicant companies, but the main purpose is not to generate income.

Initially, 10 to 20 platforms are expected to be authorized, and 5 to 10 banks will receive custody licenses. This will generate a public revenue ranging from 11,243,000 to 22,486,000 lira in the first stage. The regulation process is expected to bring transparency and stability to the crypto market, protecting investors and preventing illegal activities.
