Operating under the legal umbrella of a Delaware incorporation, with its stablecoin issuer based in the British Virgin Islands, Agora's stablecoin endeavors initially target non-U.S. clientele.

Nick Van Eck emphasized this strategy, stating, "Until there's federal legislation for stablecoins in the U.S., we're going to focus primarily on customers outside of the U.S.," underscoring the cautious approach amid regulatory uncertainties.

Aligned with industry standards, Agora's stablecoins will be meticulously backed by cash reserves, U.S. Treasury bills, and overnight repurchase agreements.
