President Tinubu's campaign manifesto included a pledge to legalize crypto and blockchain technology within Nigeria's banking and finance sector, recognizing their potential to bolster the country's fragile economy. However, the administration's recent crackdowns and policy decisions have cast a shadow of doubt over the industry's future trajectory.

Analysts like Olumide Adesina from Quantum Economics stress the need for clarity and support to unleash the full potential of Nigeria's crypto sector. Adesina highlights recent actions, such as the crackdown on peer-to-peer (P2P) trading and the arrest of a Binance executive, as factors contributing to the industry's current state of uncertainty.

Nathaniel Luz, CEO of Flincap, a liquidity platform for crypto exchanges, sees President Tinubu's tenure as a unique opportunity to shape Nigeria's emerging crypto landscape, akin to past leaders' influence on the banking industry. Luz emphasizes the need for decisive action from the administration to foster the industry's growth and maturation.

Reflecting on recent policy developments, the Nigerian Securities Exchange Commission (SEC) published regulations for digital assets in May 2023, signaling an intent to strike a balance between regulation and innovation. Despite lifting the ban on banks operating accounts for crypto service providers in December, restrictions on banks' ability to trade or hold virtual assets persist.

The Central Bank's initial guidelines for banks opening cryptocurrency accounts in January introduced stringent AML and KYC measures, alongside restrictions on transaction limits and cash withdrawals from crypto accounts. More recently, the government announced plans to introduce regulations banning P2P cryptocurrency exchanges using the Nigerian naira, further complicating the regulatory landscape.
