Additionally, it cannot impose extra taxes or fees specifically on crypto, though taxes on legal tender still apply.

HB 3594 also legalizes home and commercial crypto mining in Oklahoma, allowing mining operations in industrial zones. It grants certain protections to mining businesses regarding zoning changes and noise restrictions, while ensuring they are not subjected to discriminatory rate schedules by the Oklahoma Corporation Commission.

Moreover, the bill exempts individuals engaged in mining, staking, and operating blockchain nodes from needing a money transmitter license. The Oklahoma Bitcoin Association lauded the law, noting Oklahoma as the first state to enshrine citizens' rights to run nodes, mine, and self-custody Bitcoin. Dennis Porter, CEO of the Satoshi Act Fund, praised the bill for addressing challenges to self-custody rights.

In contrast, some US states like Arkansas have imposed restrictions on crypto mining, citing noise pollution concerns. On a broader scale, US-wide legislation proposals, such as Senator Elizabeth Warren's Digital Asset Anti-Money Laundering Act, seek to impose restrictions on unhosted wallet providers, miners, validators, and other nodes.
