The governor of Oklahoma has signed into law House Bill 3594, a significant measure aimed at safeguarding bitcoin rights and fostering innovation in cryptocurrency. This legislation focuses on regulating and promoting blockchain technology and digital assets within the state. It outlines definitions for terms such as blockchain, blockchain protocol, and digital assets, encompassing various forms of virtual currencies, cryptocurrencies, stablecoins, and non-fungible tokens (NFTs).

Under this law, the Oklahoma government is prohibited from imposing additional taxes or charges on transactions involving digital assets, including cryptocurrencies. It permits home digital asset mining and certain digital asset businesses while preventing discriminatory actions by political subdivisions against these activities. Moreover, the bill allows for appeals regarding zoning changes related to digital asset operations and instructs the Oklahoma Corporation Commission to avoid setting discriminatory rates. It also clarifies that individuals engaged in digital asset activities are not obliged to obtain a money transmitter license.
