The legal battle surrounding Do Kwon, the co-founder of Terraform Labs, has taken another twist as he appeals a Montenegrin court decision regarding his potential extradition. Kwon's legal team has filed an appeal against a high court ruling that would have allowed the country's justice minister to decide on his extradition to either the United States or South Korea.

The appeal challenges an April 8 decision by the High Court in Podgorica, which came in response to Montenegro's Supreme Court approving a request for a protection of legality after a lower court ruled that Kwon could be extradited to South Korea. The high court's ruling would have placed the question of Kwon's extradition in the hands of Justice Minister Andrej Milović.
