Tether, the issuer of the USDT stablecoin, has vowed to freeze assets linked to sanctioned entities. This decision comes amid reports that Venezuela's state-run oil company, PDVSA, has been using cryptocurrencies, including USDT, to facilitate crude oil and fuel exports in an effort to bypass U.S. sanctions.

A spokesperson from Tether reaffirmed the company's commitment to adhering to the Office of Foreign Assets Control (OFAC) regulations, stating: "Tether respects the OFAC SDN list and is committed to working to ensure sanction addresses are frozen promptly."

The move by Tether follows an exclusive report by Reuters, which claims that PDVSA has been employing cryptocurrencies as a mitigating strategy to avoid having its funds frozen in foreign bank accounts as new sanctions take effect. According to the report, the U.S. Treasury Department requires PDVSA customers and providers to wind down transactions by May 31 due to Venezuela's failure to implement electoral reforms.

The anonymous sources cited in the report allege that PDVSA has been moving its oil sales to Tether (USDT) as a precautionary measure. Additionally, the sources claim that the Venezuelan state-run oil firm has reworked its spot oil deals in 2024 to a contract model that requires prepayment for exported cargo in USDT. Furthermore, new customers seeking to conduct oil transactions with PDVSA are reportedly required to hold cryptocurrency in a digital wallet.

The report also suggests that companies looking to resume business with PDVSA following a six-month licensing approval from the U.S. in October 2023 had to resort to intermediaries to carry out the cryptocurrency payment requirements.

This development comes on the heels of reports in 2023 linking cryptocurrency payments to a corruption scandal at PDVSA, which uncovered $21 billion in unaccounted receivables for oil exports.
