Recently, the Bank of England (BoE) and the UK Financial Conduct Authority (FCA) launched the Digital Securities Sandbox (DSS) on April 3. The main goal of this new framework is to support the implementation of emerging technologies like distributed ledger technology (DLT) in the issuance, trading, and settlement of financial securities. Companies participating in the DSS will be able to explore creative technological solutions within a regulated environment.

This initiative shows UK financial regulators' determination to incorporate advanced technologies into the financial market system, with the objective of creating a more efficient and strong financial system.

The DSS, planned to run for five years, will allow firms to take on roles that are typically carried out by central securities depositories, such as the issuance and settlement of securities. Additionally, the framework will help in blending these roles with trading venue functions, which could result in the development of innovative business models within the financial industry.

The main goals of the DSS are to promote innovation in the financial sector, preserve financial stability, and uphold market integrity. The sandbox includes various financial instruments, but excludes trading and settlement of derivative contracts and unbacked digital assets.

To manage risks related to financial stability, the Bank of England intends to set limits on the value of securities that can be issued within the DSS. The sandbox will implement a phased approach to activities, gradually expanding the range of operations allowed for participating firms.

Overall, the DSS is expected to bring significant benefits to the financial system by improving the efficiency of post-trade processes, leading to cost reductions for various market participants. The Bank and FCA are currently seeking feedback on the proposed operation and regulatory framework of the DSS through a consultation process.

Once the consultation period is completed, the central bank and FCA will finalize the guidelines and regulations for the DSS, with plans to start receiving applications in the summer of this year.
